Project Homekey Follow-Up & Questions

Since learning about the Project Homekey Proposal in early November, the Redwood Shores Community Association has offered our community information, and asked many questions of San Mateo County leaders, about the plans affecting our community.
Following is an article written for the December PILOT, along with our list of questions, as of yet unanswered.  We will continue to update the community as the county shares information and provides clarity.

In mid-July, the state of California made funds available to convert properties to low income housing. San Mateo County completed an application listing Townplace Suites in Redwood Shores as a viable option (even without a sale agreement) on September 29th. The county continued applying in subsequent funding request periods and was awarded funding for two hotels in Redwood City on October 29th, contingent on purchase and closing of properties by December 31st. RSCA was notified of this development at the beginning of November and was able to notify residents about the San Mateo County Board of Supervisors plan to hold a special meeting on November 5th. Despite many questions and comments from the community, particularly about the lack of proper notice about the project, the elected supervisors unanimously approved the proposal. Board President and Fourth District Supervisor (representing Redwood City) Warren Slocum told community members that the board would reply to all questions, but has not yet contacted any speakers or residents who asked questions or commented. Thus, residents throughout San Mateo County continue asking, why are two homeless / low-income sites being acquired in Redwood City. Shores residents want to know what the qualifications and screening process for residents will look like. Concerns about low income residents ability to access transportation, grocery and retail shopping, medical services as well as the site’s proximity to a childcare center, luxury athletic club, and the San Carlos airport have been raised, along with questions about the expenses and potential tax increases resulting from this project. In an effort to seek clarification, RSCA set up a virtual meeting on November 18th for Shores residents to get more information about the project from Michael Callagy (San Mateo County Manager), Ray Hodges (Director of Housing), Ken Cole (Director of Human Services and former Director of the County’s Housing Department) and other San Mateo County and Redwood City officials.

Callagy informed attendees that the criteria for residency in the Townhome Suites location is for adults aged 62 years and older with an income level at 30% of the area median income. Callagy stated that, for the most part, these seniors have outlived their savings living in this very expensive area, have had financial hardships possibly due to health, and this facility will offer a great service for a Peninsula-wide need. The county assured concerned residents that the applicants are screened for criminal charges and no smoking is allowed on the premises. The Townhome Suites makes an ideal location because it already has kitchens incorporated and doesn’t need to be built or renovated, but can house residents quickly (a requirement for the state funding).

The county will own the property and will select a facility operator to manage the lease processes, care of residents and maintenance of the site. The request for proposals (RFP) will be posted for available operators to apply beginning December 1st, and due no later than December 31st. The county seems confident in qualified and able operators in our region such as MidPen Housing and Human Good that operate similar facilities in Foster City and Half Moon Bay. The county has promised to share the draft RFP with RSCA and incorporate community feedback, however it is again a very short timeframe, and will likely have already occured by the time this edition is printed. RSCA has requested that Redwood Shores residents have the opportunity to review the operator interviews and selection process in January and meet with the selected operator in February and at least quarterly for the first year. Townhome Suites residents will begin moving in during February, which is the timeline required by the state funding for the project.

Through November, the San Mateo County and Redwood City officials have only scratched the surface of the questions that have been submitted by the community. Nearly 200 people were on the November 18th community zoom meeting, and the recording can be viewed here.  Over 300 questions/comments were submitted during the call (not including the list of questions submitted in advance, which you can review below). Responses to community questions will be added as they become available.  We are working with the San Mateo County leadership to submit written responses.

SAFETY
Question #
1 What are the County’s specific measures and plans to ensure that crime will not increase in the Redwood Shores neighborhood? Will there be an additional police patrol provided for Redwood Shores?
2 What assurances do we have that occupants will not pose a threat to our community?
3 What are County’s specific mitigation strategies if there is a COVID outbreak in the property? How will the County assist the daycare center next door if a COVID outbreak occurs?
4 If the hotel is used to help seniors that have the highest risk of COVID, what specific actions will the County take to prevent the children and employees at the child care center next door from contracting COVID?
5 Will recreational marijuana, and other drugs, be allowed by residents in or near the property?
LOGISTICS
Question #
1 Who will pay for ongoing maintenance of the facility? What funding will be available to assure that the property is well-maintained?
2 Who will be overseeing the program? Who in the county or city will be responsible for the logistical management of Project Homekey, if issues arise?
3 Will the county agree to a steering or oversight board that consist of RSCA Board Members and Redwood Shores residents? Can the county partner with the RSCA in the selection process of the management company and also be involved in making the rules and regulations as in the CC&R?
4 Will the operator also be responsible for maintaining the grounds (landscaping, parking lot, hotel lobby) around the property?
5 Given the short turn around for selection of a provider, what solicitation process is the County utilizing? RSCA requests that the County share a copy of the RFP, RFQ or RFI.
6 Is the County working with SamTrans to provide a convenient bus stop accessible to residents? Will free or low-cost transportation like Redi-wheels be provided to facility residents?
7 Will the facility provide health services or accessible, affordable, and healthy food, and how will this be achieved?
8 Who will be the owner operator for this property and what will the selection process be?
9 Will there be any construction before conversion?
10 Will there be a facility audit and how often? I was told county should have an audit, but this was not guaranteed by Jeff Gee.
11 Will the county provide case management services for tenants?
12 In the event a resident at the shelter breaks the rules and regulations what repercussions are there for them?
OCCUPANT QUALIFICATIONS
Question #
1 The County has continuously flip-flopped its response stating that the hotel will be for “low-income seniors.” “homeless population,” or “other purposes.” What are the specific criteria for a resident to be selected for residency? Are occupants selected based on VI-SPDAT Scores?
2 What background screenings will prospective residents be subject to before occupancy?
3 Will residents be original residents of San Mateo County? If not, where will the occupants be coming from and will those from ours be given priority?
4 Will residents be required to get the COVID vaccine for free when it becomes available?
5 If the property is for seniors, what is the minimum age requirement for a “senior” to qualify?
6 What restrictions are in place to ensure the project’s target population is not changed without the consultation of the community and Redwood City?
7 After learning that the TownePlace Suites has 2 and 3 bedroom units, how will the occupancy of those larger units be utilized?
DECISION-MAKING 
Question #
1 Why are the only two Project Homekey properties located in Redwood City? How many other hotels and cities did you evaluate as a serious contender before the final selection?
2 Why was Redwood Shores Community not involved in this proposal with county? Has the county included San Carlos included in these discussions as they are immediately adjacent to the freeway along Redwood Shores.
3 Will the county consult with the RSCA within the scope of this project, including the management company selection process, as they play a critical role in promoting the safety and overall residential quality of life for Shores residents?
4 County Supervisor Warren Slocum and County Manager Mike Callagy did not give Redwood Shores residents any notice regarding these projects and neglected to answer certain questions or grant an extension on voting to move forward at the November 5 special board meeting. Why did the county rush the process and deny residents an opportunity to voice thier opinion when it mattered most?
5 Is the county ready to agree right now to consult with the community before any changes to the property? How will this be managed differently moving forward for future projects?
6 Given the county’s lack of transparency and disregard for our questions and concerns, why should the community trust you to look out for our interests?
