City Council Appoints Bob Bell as Permanent City Manager

The City Council is pleased to announce the appointment of Robert (Bob) Bell to the position of City Manager. Bob has served in the interim position since November of 2010. Since serving in this role, Bob has demonstrated strong leadership by working with City’s labor groups and department head team in restructuring benefit and pension programs to reduce costs. Bob is also spearheading an organizational analysis to streamline and add efficiencies to government operations.

The City Council had initially embarked on recruitment for the City Manager position but as Bob served in the interim role it became clear that his leadership ability was producing the necessary results for the organization and community.

Mayor Ira stated, “The City Council, department head team, employees and community members have been very complimentary of Bob in the position of interim City Manager. The City Council decided it was in the best interests of the City to maintain stability with a leader who was already proving his effectiveness in leading and developing the organization in the right direction.”

Bob has been with Redwood City for over five years serving as the City’s Human Resources Director and was also in the rotational assignment of Assistant City Manager for over two years. Bob articulated a strong vision for the organization to the City Council based on principles of customer service, efficient service delivery, and responsiveness to community needs. He described it to the Council as “Government Best by Climate Test” and Bob is committed to leading an organization that is responsive and accountable. Prior to coming to Redwood City, Bob was the Human Resource Director for Burlingame. Bob has a doctorate in organizational leadership from the University of San Francisco and he holds a master’s degree in public administration from California State University, Northridge. Bob was the 2005 recipient of the career leadership award from the League of California Cities.

Vice Mayor Aguirre summed up, “The Council is excited to have Bob as our next city manager and have him take the organization to the next level.”

City Council Appoints Interim City Manager

The City Council of Redwood City has named Human Resources Director Robert (Bob) Bell to serve as the interim City Manager, upon the resignation of City Manager Peter Ingram. Mr. Bell will assume his new duties as interim City Manager effective Monday, November 15.

Mr. Bell has been with the City for five years as the Human Resources Director and also served as the Assistant City Manager for 2 years. Among other city-wide projects, he has worked closely with the City Council and City Manager’s office on the City’s strategic plan and budget reduction process.

“Bob has an excellent sense of the organization and the Council’s priorities and direction,” said Redwood City Mayor Jeff Ira. “My colleagues on the Council and I feel Bob is the right choice to keep the City moving on the right course. We also know we will be working closely with him over the next several months in selecting our next City Manager.”

Mr. Bell has over 15 years experience in public administration and over 20 years experience in human resources and labor relations. He holds a master’s degree in public administration and will be awarded a Doctorate in Organization Leadership from the University of San Francisco in December of this year.

New Public Services Officer

It gives me great pleasure to announce that Evan Boyd has accepted my offer to become Redwood City’s next Public Works Services Director effective Sept. 7, 2010.

Following 14 years of management positions in the manufacturing and consulting sectors, in 2006 Evan became the general manager of Allied Waste Services of San Mateo County, where he has led a $120M business unit with 370 employees.

He holds a degree in business administration from Chapman University, and in 2007 was named to the Silicon Valley Business Journal’s “40 under 40 people to watch”.

Evan brings us a wealth of management and leadership experience, a passion for customer service, and many solid working relationships across our community and the County. He will be a major asset to the city’s executive team and our policy makers as we move into a future of resource challenges, clarification of core services, refinement of service delivery standards and measures, and our pursuit of shared services opportunities.
